According to a press release by e-Finance, the choice is based on recommendations from the committee overseeing the project, as well as the Supreme Council for the Rationalization of Petroleum Subsidies.
The pilot study has started as of the first of September 2014, aiming at monitoring and evaluating the process in order to expand it and cover all of Egypt.
The Smart-Card system was brought to life in order to ensure that only those who depended on fuel subsidies received them. It is one of the milestones that the government is working on to cut subsidies and reduce the budget deficit.
